In Portland, Oregon there is a waterfront commercial area
about 100 yards long along the river. No one goes in the stores. Seasonal employees and off-season owners lean against the storefront, talk to other employees, read at the counter.
Upriver, there is one long dock ending in a restaurant and a mini-marina next to it. High above it and further upriver 200 yards or so is a highway bridge about 200 feet in the air like a great car gutter.
Downriver about 100 yards is another bridge relatively low to the water and nearly downhill from the commercial area. (3 more bridges are in view a half mile downriver)
If you go here during the day, even during the in-season summer months, it is like entering a friend of a friend's very large living room where few guests have arrived and not many more will.
